A €25 payment will buy eligible Segovia residents €50 of spending power when the city’s Impulsa Comercio cards go on sale on Monday 19 October. For a household with a purchase already planned, that is a useful saving. For a neighbourhood shop, it is an opportunity to turn a subsidised transaction into a lasting customer relationship.

The immediate detail to remember is that buying and spending follow different calendars. The cards become available on Monday, but purchases with them begin on 27 October. The campaign closes on 23 November. Anyone hoping to use the extra balance during next week’s shopping needs to build that gap into their plans.

This guide brings together the campaign’s published conditions, its local background and the questions worth checking before paying. Availability remains limited; an announcement that sales have opened is not a guarantee that cards will remain available throughout the advertised period.

## A larger network of participating shops

The municipal announcement published by REDEL reports 242 participating businesses, including 52 newcomers. That is 38 more establishments than the previous campaign, an increase of 18.63%. The directory, due online from 19 October, can be searched by name, location and 21 activity categories.

That wider choice matters most when it includes something a resident actually needs. Before applying, look for the shops you already use and alternatives close to home. A discount becomes less useful if it encourages an unnecessary purchase, or if reaching the participating shop adds a journey that outweighs the saving.

For international residents, the directory also offers a practical introduction to independent retail beyond familiar streets. The sensible starting point is a shopping need: identify the item, find an eligible shop, compare the price and then decide whether the card helps. Participation in the scheme is not an endorsement of every product or a promise that a retailer has the lowest price.

## Who the cards are for

The campaign website specifies adults registered on Segovia’s municipal population register, with a bank card for payment. For newcomers, the relevant check is municipal registration, rather than simply having a Segovia postal address. Anyone uncertain about how their identity or registration will be verified should resolve that with the organisers before attempting payment.

There are 10,000 cards: 7,000 digital and 3,000 physical. The digital route is designed for a compatible smartphone wallet. The official FAQ lists Apple Wallet on an iPhone 6 or later, or Google Wallet on an NFC-enabled Android device running Android 9.0 or later; Huawei devices are excluded. Check those requirements on the live website in case guidance changes.

Owning a smartphone therefore does not, by itself, establish compatibility. It is worth opening the wallet application beforehand and confirming that the device can make contactless payments. If that step is unfamiliar, ask the campaign’s support service for help before buying rather than discovering a problem at the till.

## An in-person route for older residents

Of the physical allocation, 2,500 cards are reserved for people over 65\. Segoviaudaz’s account of the launch explains that sales will move between municipal centres, bringing the process closer to different neighbourhoods. The published morning window is 08:30–14:30.

- 19–21 October: Jesús Mazariegos centre, La Albuera.
- 22, 23 and 27 October: Nueva Segovia civic centre.
- 28–30 October: San José civic centre.
- 3–5 November: CEAS Centro, Avenida del Acueducto.

Bring identification and a bank card: cash is not accepted. The published arrangements place the remaining general-public physical cards, and any unsold reserved stock, at the Chamber of Commerce from 6 November, subject to availability. Check the current instructions before travelling, particularly if you need someone to accompany you or have questions about accepted documentation.

The neighbourhood sales points address a real practical distinction between having a digital option and being able to use it comfortably. Residents helping a relative should allow time for the person to understand the purchase and how to spend the balance. A helper should not assume that buying a card on someone else’s behalf follows the same procedure.

## What happens at the checkout

The official FAQ says a purchase below the remaining balance leaves credit for another transaction. If the bill exceeds that balance, the customer pays the difference using a method the shop accepts. Existing shop discounts can still apply. Returns produce a shop voucher rather than a cash refund.

Here is an illustrative example: a €32 purchase would leave €18 from a full €50 card. A later €22 purchase would require an additional €4\. These figures demonstrate the arithmetic only; they are not prices advertised by a participating business.

Keep receipts and keep track of what remains. The campaign warns that unused funds are not refunded after expiry. It also rules out cash withdrawals and resale. This is a time-limited shopping subsidy, so treating the balance like money that can sit indefinitely in a bank account would be a mistake.

## The wider purpose—and how to judge it

Reporting on the launch puts the total programme budget at €300,000, with €250,000 allocated to the direct consumer subsidy. If all 10,000 cards are fully spent, their combined value is €500,000\. That calculation describes spending through the cards; it does not establish how much of that spending is additional to purchases people would otherwise have made.

The campaign’s published rules place it within a broader effort to support local retail facing changing buying habits, online competition and the challenge of business succession. Shops also contribute to the life of a street: the usefulness of a nearby service can matter as much as a one-off promotion.

There is recent local background. El Adelantado reported that the September Mesa de Comercio meeting reviewed the August SegoImpulsa programme, including a Plaza Mayor fair and promotional activity. Municipal feedback from participating exhibitors was positive about visibility and sales. Those responses describe that earlier initiative, however, and cannot yet measure this card campaign’s results.

A useful later assessment would ask how much credit was spent, which neighbourhoods benefited, whether new customers returned and how easily residents used both card formats. For now, the immediate task is simpler: check eligibility, check the shop and the phone, and remember both dates. Sales opening on 19 October is the first step; the shopping window starts eight days later.

**Practical information:** the campaign lists the Chamber’s free support number, 900 732 855, and its office at Paseo Ezequiel González, 24\. Consult the official website for current hours and availability.

## A simple way to keep track

Before the spending period begins, make a short list of purchases you already need and check which participating shops can supply them. That helps distinguish a useful discount from an unplanned purchase made only because the card is available. The subsidy changes the amount you pay, but the choice of product, its suitability and the shop’s conditions still matter.

After each purchase, keep the receipt and check the remaining card balance. If several people in a household have their own cards, track them separately rather than assuming the balances can be combined. Ask the retailer how it handles a payment that exceeds the available amount before completing the transaction. These small checks can prevent confusion near the end of the campaign, when an unused balance and a purchase made too late are very different problems.
