Segovia’s September council meeting produced two different outcomes for household budgets. Councillors approved 14 of 15 proposed fiscal changes for 2027, including a reduction in the urban property-tax rate, while rejecting the proposed increase in regulated on-street parking charges.

The decisions will affect residents and businesses differently. A lower rate does not translate into the same saving for every property, and the rejection of a parking proposal does not freeze every transport-related cost. The useful approach is to separate the measures and wait for the final municipal rules before recalculating a household budget.

## What changes were approved?

Tribuna de Segovia reports that the urban property-tax rate, known as IBI, is due to fall from 0.655% to 0.630%. The approved package also includes vehicle-tax reductions and changes involving water and waste charges.

IBI is calculated using a property’s cadastral value and the applicable municipal rate. A rate reduction can lower the bill, but the precise amount depends on the individual property and any other relevant changes. Residents should compare the final 2027 bill with official municipal information rather than applying the percentage mechanically to a market price.

## What happened to the parking proposal?

The proposal connected with the ORA regulated-parking system and its planned ZEL name did not secure sufficient political support. That means the proposed increase discussed in the council debate was not approved as part of this package.

Drivers should nevertheless continue to follow the current signs, zones, payment methods and time limits. A rejected future proposal does not cancel the parking rules already in force.

## Why local taxes require careful reading

Municipal fiscal measures often combine rates, allowances, service charges and eligibility conditions. A headline about lower taxes may be accurate overall while producing a different result for renters, owners, vehicle holders and businesses.

Renters do not usually receive an IBI bill directly, although housing costs can still influence the wider rental market. Owners should check their own assessment. Businesses need to consider how several charges interact rather than focusing on a single percentage.

## What residents should do

There is no need to change a payment already due in 2026\. The measures concern the next fiscal year. When the final ordinances and bills become available, verify the amount, payment period and any direct-debit arrangement.

If you recently bought a property, changed address or registered a vehicle, make sure the relevant administration has accurate contact information. Missing a notice can create complications even when the underlying charge has fallen.

## The political meaning

The split outcome illustrates how municipal budgets are built measure by measure. Councillors supported most of the fiscal package but drew a line at the proposed parking change. That is different from either approving or rejecting the government’s programme as a whole.

For residents, the important result is practical: several 2027 charges are set to change, while the proposed parking increase did not pass. The final ordinances, not campaign claims or isolated headlines, should guide financial planning.
